Description: The purpose of this task order modification is to provide CMS with sufficient resources to conduct a public education and outreach campaign for the Health Insurance Marketplace over the course of the initial open enrollment period (October 1, 2013 – March 31, 2014) in those Federally-facilitated Marketplace (FFM) and State Partnership Marketplace (SPM) states that have elected not to conduct education and outreach activities in their respective states. The campaign will use a range of communications tactics, with an emphasis on paid media and digital outreach, to make the uninsured aware of the Marketplace, to encourage the uninsured to explore their coverage options, and to enroll in an appropriate plan. This includes targeted outreach to young adults, for example, via social media and popular websites, and in sports programming and other popular shows on television. Also included is targeted outreach to key influencers, such as mothers of uninsured young adults, via popular television programming and various digital outlets.
